Avowed is where I would send someone who wants Skyrim-style fantasy without the 100-hour sprawl. It is first-person, but you can mix swords, wands, pistols, and a grimoire and swap between loadouts mid-fight, which makes combat feel busier than Skyrim ever did. The skill tree is small enough to read in one sitting. I mean that as praise. Zones are smaller and more hand-built than a true open world, which is also why it lacks that wandering-for-hours feeling. Depth of role-playing sits a step behind the top ten.
