Frostpunk plays survival at city scale instead of putting you in one avatar's shoes, and I found myself replaying the opening city's first storm three times in one evening because every choice felt like mine to actually own. Heat, food, and labor allocation are the resources here. Rationing supplies from orphans hits differently than watching a hunger bar tick down. It stayed out of the ranked ten because the survival intent most readers want from this list is embodied and moment-to-moment, not managed from a strategy camera. Still one of the best examples of survival pressure done through systems rather than combat, and worth a detour if that angle interests you.
